[CI20] Add script for creating Debian sysroot and GCC toolchain for mipsel Script will create Debain Jessie based sysroot for building Cobalt and will build cross-toolchain GCC 4.9. Change-Id: Iade0cf7ceafb041945c8d0f7e368b4059dc3a27b
