Add CheckNoNonAsciiCharactersInFiles support. Non ASCII characters in files can cause warnings on Windows which are treated as errors now. Add this function to canned check so we can use it to issue warning if there is any non ASCII characters in the change content. Change-Id: Ifdfc8324185b452b7bffc2671aa5a5f916305ef6
