DELIA-66306 : Fix idle connection

Reason for change:  Due to the network issue on some devices
(an orderly shutdown from server is not arriving),
and the grpc bug (GRPC_ARG_CLIENT_IDLE_TIMEOUT_MS
works only one time), create a new client each time.
Test Procedure: Invoke api, wait 10 min, repeat 2-3 times.
